Andhra Pradesh targets 2027 for completing land re-survey, blockchain-secured Pattadar Passbooks

Andhra Pradesh Chief Minister Chandrababu Naidu announced the state will finish its land re-survey by 2027 and issue Pattadar Passbooks with blockchain-based tamper protection and QR codes, alongside digitisation of old revenue records like 1-B, Adangal and Inam registers. So far 32.22 lakh passbooks have been issued and re-survey covering 9,365 more villages is planned over the next seven months.
What this changes for a title check
For a title check on Andhra Pradesh agricultural or homestead land, the re-survey program directly affects which villages have a fresh, GPS-verified boundary record versus an older, sometimes disputed one, so a lawyer should check whether the specific village has already been re-surveyed under this drive before relying on an existing Pattadar Passbook as final. The government's own framing, that the previous administration's handling of Section 22-A entries created widespread disputes now being resolved, is a signal that any passbook or mutation entry from the 2019 to 2024 window in AP deserves a closer look for a possible 22-A flag or pending correction.
The blockchain and QR-code security features matter mainly for verifying that a physical passbook shown by a client has not been altered or forged, once those features are actually printed on new passbooks. Digitisation of Adangal, DKT, ARC and Inam records, once completed, should let a lawyer pull historical link documents online rather than relying on a client's photocopies, but until a specific village's records are confirmed digitised, physical record verification at the local Sub-Registrar or Mandal Revenue Office remains necessary.
