Haryana's Real Estate Regulatory Authority has extended the completion timelines of its registered projects by four months, citing supply chain disruption from the West Asia conflict as a force majeure event. The extension follows a similar four month extension already granted by Maharashtra RERA and a Ministry of Housing and Urban Affairs advisory to all state RERAs.
What this changes for a title check
For a lender's legal team financing a construction linked project, or for anyone doing a title and status check on a Haryana project, this order resets the reference date used to judge whether a promoter is in default. A project that looked overdue against its original RERA registered completion date is not automatically in breach anymore, since Haryana RERA has pushed that date out by four months for every registered project, not just ones the developer applied for individually. Legal opinions, loan covenants, and allottee refund or penalty claims that key off the original completion date now need to check this blanket extension before treating a project as delayed. The order also draws a hard line that developers cannot use the extension to increase prices on units already sold, unless the agreement itself allows a price adjustment or the increase comes from a statutory levy, so a title or cost check on an existing buyer's unit should flag any price escalation demand made after this order as a compliance issue worth raising with the promoter.
