Manipur launches 8 land-record portals and app for registration, mutation and land-use conversion

Manipur's Land Resources Department has launched eight online portals, including for registration permission, change of land use, land allotment, land acquisition tracking and revenue court case management, plus a single 'LR Manipur' mobile app tying them together. The portals were built with the National Informatics Centre and connect the offices of the Deputy Commissioner, Sub-Registrar and other revenue authorities into one digital workflow.
What this changes for a title check
Manipur has historically had thin, paper-based land administration, so a functioning online Permission for Registration Portal and Revenue Court Case Management System changes what a title lawyer can now check remotely: application status for a sale permit, whether a change-of-land-use request is pending or approved, and the live status of any revenue court case affecting a parcel, rather than having to send someone in person to the Deputy Commissioner's or Sub-Divisional Officer's office.
The practical caveat is that these portals only digitise the workflow going forward; they do not retroactively digitise historical records, so older mutations, allotments and land-use approvals from before this launch still need to be verified through physical revenue records or the Sub-Registrar. Over time, as the GIS-based Village Management Portal and the digital gateway accumulate data, they should become a genuine primary source for confirming a Manipur parcel's registration and land-use status, but for now they are best used to confirm the current, active status of a transaction in progress rather than as a full historical record.
