DILRMP 3.0 (2026-2031): Bhu-Aadhaar for Every Land Parcel, Paperless Registration, National Land Stack

The Department of Land Resources launched DILRMP 3.0 (2026-2031), a Rs. 565.50 crore central scheme that assigns a 14-digit Bhu-Aadhaar (ULPIN) number to every land parcel and builds a GIS-enabled National Land Stack linking maps, ownership records, registration and court cases. It also rolls out end-to-end paperless property registration and upgrades 75 Sub-Registrar Offices into digital Registration Seva Kendras.
What this changes for a title check
Once rolled out in a district, every parcel should carry a Bhu-Aadhaar/ULPIN number that a title check can cross-reference against the sale deed and khata, the same way a PAN cross-checks an identity. The bigger practical change is the integrated revenue-court case management system (RCCMS): if it is live for a district, a pending civil or revenue dispute on a parcel should become visible through the same portal used to pull ownership records, instead of requiring a separate court-registry search. None of this is uniform yet: DILRMP is a five-year central scheme implemented state by state, so the right question for any specific property is whether ULPIN and RCCMS are actually live for that sub-registrar office yet, not whether the scheme exists nationally.
