Karnataka's Registration Amendment Bill lets sub-registrar offices operate virtually and allows documents to be presented and admitted for registration electronically without personal appearance. It also bars registering any property transfer document unless the original land records are fetched through electronic integration with the state's property databases, and requires the khata, sanctioned plan and conversion order as supporting documents for a sale.
What this changes for a title check
Once in force, a Karnataka sub-registrar has to electronically pull the current Record of Rights/khata before registering a sale, so a stale or manually altered khata copy handed over by a seller should no longer get past registration at all, though that only holds once the specific SRO's database integration is actually switched on, so confirm that before treating "it got registered" as proof the khata was current. New section 71-A also makes production of the khata, sanctioned building plan and any land-conversion order (for converted agricultural land) a precondition for registering a sale deed, turning what used to be a diligence checklist item into a registration blocker. E-presentation without personal appearance shifts one check: a power-of-attorney holder's proof that the principal is still alive becomes the thing to verify in place of watching the principal appear in person.
