Fair Value in Kerala
The government-notified minimum value per unit area for a locality, used to compute stamp duty and registration fees. Known variously as guideline value, circle rate, ready reckoner rate, fair value or market value.
Kerala publishes fair value per are by land classification for each survey number in a village. The same survey number carries different fair values by classification, so the classification drives the duty.

What it proves
- The floor on which stamp duty and registration fees will be assessed for that location
- The government's own view of relative value across localities, revised periodically
What it does not prove
- Market price. The notified value is a tax floor and can sit well below or occasionally above what the property actually trades for
- Anything about title, and nothing about whether the land is buildable
How to obtain it
- Look up the zone, street or survey number on the state registration department valuation portal
- Confirm the rate applicable on the intended registration date — revisions take effect on notified dates
Where people get caught
- Registering below the notified value does not save duty; the registering authority assesses on the notified value regardless of the recited consideration, and an under-recited consideration creates its own income-tax exposure for both sides
- Rates differ between agricultural and converted or residential classification for the same survey number, so the classification decides the rate
